HCS SS SCS SB 904 -- MANAGEMENT OF STATE BUILDINGS SPONSOR: Griesheimer (Lembke) COMMITTEE ACTION: Voted "do pass" by the Special Committee on General Laws by a vote of 7 to 0. This substitute changes the laws regarding the management, design, and construction of state buildings. In its main provisions, the substitute: (1) Allows one member of the House of Representatives and one member of the Senate to serve as non-voting members on the Board of Public Buildings within the Office of Administration; (2) Limits parking spaces for the press on the Capitol grounds to one half of parking lot 1-C and reserves the other half for handicapped parking; (3) Increases the amount of revenue bonds that may be issued by the board for projects defined in Section 8.370, RSMo, from $650 million to $710 million; (4) Removes the limitation on the amount of bonds that can be applied to the General Revenue Fund; (5) Establishes a pilot project allowing for the use of a design-build process for the Chillicothe Reception and Diagnostic Center and specifies the procedures for conducting the design-build process, implementing a manager-at-risk method, and bidding on construction projects for the pilot program; (6) Allows the Director of the Department of Natural Resources, one member of the House of Representatives, and one member of the Senate to serve on the Missouri Development Finance Board; (7) Gives the new stadium in St. Louis one year after completion to achieve equal numbers of restrooms for men and women; and (8) Requires the University of Missouri-Columbia to comply with the same competitive bidding and advertising provisions as other state agencies and cities subject to Chapters 8 and 34. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill is needed for streamlining facilities management and encouraging the use of a more effective building process. Testifying for the bill were Senator Griesheimer; Division of Facilities Management, Office of Administration; American Council of Engineering Companies of Missouri; Associated General Contractors of St. Louis; American Institute of Architects of Missouri; and SITE Improvement Association.
